Requirements for unlocking the "Update Tier" headless api endpoint

Let creators know what the requirements for unlocking the “Update Tier” enpoint are. Currently it is way to risky to sell tiered subscriptions with the headless api. You can sell one tier in a tiered category in the hopes that someday you may unlock the endpoint and add more tiers. Or you can do it the old inconvidient way by putting actual tiers in a general category and hope that one day you can if at all possible transition your custommers to a subscription in a tiered category.

It feels like a punishment to want to use the headless api and tiered categories for subscriptions at the same time. And given most server creators almost always would benefit from a tiered category sub it should be a no brainer to let people know. And where security is concerned I doubt that hiding the requirements is more beneficial than setting them logically.
