Expand global variables

Currently package modal variables can only be used in the package modal popup context I believe this (specifically package.purchasable) should be able to be used globally wide.

Currently there is no way to know if someone already purchased a package that has a purchase limit set on it and if the person who purchased the package is over said limit. This severely limits design in multiple ways. I believe allowing package.purchasable
to be used globally would resolve this and bring many improvements overall.
